The Miner Rebellion was born in the Dust Famine, when the Empire cut the belt's rations and raised its quotas in the same decree. The miners who had fed the Ring for two centuries rose with the only weapons they had: mining lasers, ore launchers and drills. They turned out to be very good weapons.

They refused every offer of amnesty, won their freedom at the Siege of Bedrock and have held the outer belts ever since. The Rebellion is a federation of crews and rock-holds rather than a state, and it fights the way it mines: with heavy kinetic weapons that tear armor apart, ships built from scrap and a stubborn refusal to be bought. Every Rebellion warship is expected to be repaired with whatever is to hand.
