After the Rim Burning every power in the Frontier understood two things. None of them could hold against the Tide alone. And none of them would ever place its fleets under another power's command.
The Frontier Accord, signed at the neutral station Meridian in 374 AL, was the compromise. It did not end the wars between the factions. It did not even try. It created a single neutral institution, Frontier Command, with one job: to train, license and equip commanders. Any human from any faction may apply. Every licensed commander is issued standard, unaligned hulls, is trained to fight the Tide, and is registered in the Record, Frontier Command's ledger of every commander's service.
What a commander does after licensing is their own affair. Most swear to a faction. Some never do. All of them are expected, when the Tide rises, to remember what they were trained for.
Selene Voss, now a Fleet Admiral, resigned her Vanguard commission to direct Frontier Command's training programme. Every commander in the Frontier has heard her briefings.
